Is it better for SMEs to upskill staff on AI or hire external consultants for AI adoption?

For SMEs, upskilling staff is better for long-term control and cost-effectiveness, while consultants are useful for short-term expertise or complex projects. A mix consultants to guide strategy, staff to implement, often works best.
